Abstract
The study was about the impact of organizational structures on service delivery in Katabi Town Council. This was guided by objectives namely, to identify the administrative and managerial structure, to analyse the ways in which administration and management influence service delivery, and to examine the strategies for enhancing service delivery by the administration and management of Katabi Town Council. Using largely quantitative approach on a sample of 97 respondents, The study reviled that the existing bureaucratic system enables better communication of orders, because communication is an integral part of any organizational structure for communicating the plans to ensure effective service, the finding also found out that there is functional-hierarchical structure in place which ensure total quality management in the organisation which is meant to promote proper organisational planning, implementation and organisational development. The study opened that the existing bureaucratic structures have a certain degree of standardization. The findings showed that organization’s management rewards ethical behavior like compliance with accountability for the finances, and punish unethical behavior such as by suspending the worker, The study discovered that strengthening the mandate of the administration to provide services which is because the organisation exists because of the mandate to provide services for the local government is meant to bring services closer to the pope in their areas of jurisdiction, so in this case it is the same in Katabi Town Council., it also revealed that strengthening the existing bureaucratic structures because they form the basis for the examination of staff/employee performance. It also revealed that promoting staff/technical people based on seniority rather than merit matters for promotions and production complementarities. So, seniority rather than merit matters for promotions and production complementarities because people with more information and experience at work or who have worked for a long time are deemed to be more experienced and need promotion. The study recommended that there should be development of clear organisational goals which ensure long-term survival and development of the organisation. The strategy should also specify how managers should allocate resources to reach the long-term goals of their organization for the better performance and service delivery. There should be development of cost leadership and differentiation strategies designed to target industry-wide markets for better service delivery using well qualified and ethical management and staff, hence employee ethics within Organizational structure should be enhanced for the better and timely delivery of quality service delivery in local governments for example Katabi Town Council and elsewhere, and the organization structure should be modified so as to incorporate the interests of internal and external stakeholders such as suppliers, customers, competitors, government regulatory agencies, public pressure groups, and the like.
