| dc.description.abstract | The study examined counterterrorism policies and strategies in provision of security services in South Sudan, a case of Nimule and Elegu borders. The study set out to examine the following specific objectives; to evaluate the effectiveness of existing counterterrorism policies and strategies in Nimule and Elegu borders in South Sudan, to analyze the socio-political and economic factors influencing terrorism dynamics in South Sudan. A case study of Nimule and Elegu borders, to assess the effect of of regional cooperation and international interventions on counterterrorism efforts in Nimule and Elegu borders in South Sudan. This study used a cross-sectional and correlation research study designs. A cross sectional study is used to gather data from a sample of a particular population at a time (Setia, 2016). The study employed a mixed-methods approach where both qualitative and quantitative approaches to data collection were used. The study used Questionnaires, a documentary review checklist and Key Informant Interview guide for data collection. The study focused on counterterrorism policies and strategies at the Elegu border in Uganda reveals a robust and well-coordinated security apparatus. One of the most notable findings is the high level of surveillance systems in place at the border. These advanced systems, which include cameras and other monitoring technologies, play a crucial role in detecting and preventing potential terrorist activities and other security threats. The presence of these systems underscores the commitment to maintaining security at this critical border point. Another key finding is the excellent cooperation among all government security organs involved in counterterrorism efforts at the Elegu border. Agencies such as the Uganda Revenue Authority (URA), Uganda People's Defence Force (UPDF), Criminal Investigation Department (CID), and various intelligence organizations, including ISO, ESO, CMI/DIS and CT UPDF, work in close collaboration to ensure the border is secure. This inter-agency cooperation is crucial in addressing the multifaceted nature of counterterrorism, as it allows for the sharing of information, resources, and expertise. The recommendations for enhancing counterterrorism efforts at the Nimule border in South Sudan focus on addressing key gaps in education, specialized training, and organizational structure. There's an urgent need to improve the education and training of military personnel, including specialized instruction in counterterrorism tactics, strategic planning, and advanced surveillance technology. | |
