Abstract

This study examined the impact of training and accountability measures on human rights protection within the Uganda Police Force in the Kampala Metropolitan Area. The research aimed to evaluate the effectiveness of human rights training programs, assess the functionality of accountability measures, and identify the key challenges and barriers to effective human rights protection. A mixed methods approach was employed. The findings reveal that while the human rights training programs are generally comprehensive, there is a need for regular updates and practical scenario-based learning to enhance their effectiveness. The study also indicates a positive correlation between training programs and improved conduct among officers, suggesting that training significantly impacts promoting human rights awareness. However, resource constraints and inconsistent integration of human rights principles into daily operations were identified as major barriers to effective protection. Accountability measures within the Uganda Police Force were found to have mixed effectiveness. Internal disciplinary procedures are viewed positively, but there is skepticism about the role and impact of external oversight bodies, such as the Uganda Human Rights Commission (UHRC). The study highlights the need for increased transparency in the investigation and resolution of complaints against police officers and calls for efforts to reduce political interference in accountability mechanisms. Coupled with a cultural shift towards respecting and integrating human rights into daily operations. Recommendations include increasing funding and resources for human rights initiatives, strengthening independent oversight bodies, and fostering greater public engagement to build trust and accountability. This research contributes to the understanding of human rights protection within law enforcement agencies and provides actionable insights for policymakers, law enforcement leaders, and civil society organizations aiming to promote human rights within police forces
