Abstract

This study examined the influence of electronic governance on education service delivery in selected secondary schools in Jinja City. Specifically, the study examined the effect of Electronic Education Management Information Systems (EMIS), assessed the influence of digital communication, and determined the role of electronic monitoring systems on education service delivery. The study adopted a correlational research design using a mixed-methods approach involving quantitative and qualitative techniques. A sample of 97 respondents was selected from the selected secondary schools in Jinja City. Data were collected using questionnaires and interview guides. Quantitative data were analyzed using descriptive statistics, Pearson correlation and linear regression analysis, while qualitative data were analyzed using thematic analysis. The findings revealed that Electronic Education Management Information Systems have a positive and statistically significant effect on education service delivery (β=.989, p=.000). The study further established that EMIS has improved student record management, enhanced the accuracy of enrolment and examination records, supported timely report generation, improved administrative efficiency and strengthened transparency and communication between schools and education authorities. The study also found that digital communication positively and significantly influences education service delivery (β=.990, p=.000). Respondents reported that digital communication improved the coordination of teaching and learning, facilitated timely dissemination of information, enhanced teacher–student interaction, increased access to learning materials and strengthened collaboration among teachers. The study established that electronic monitoring systems have a positive and statistically significant effect on education service delivery (β=.997, p=.000). The findings indicated that electronic monitoring systems improved teacher accountability, strengthened school management, enhanced monitoring of school performance, promoted transparency and improved communication with education authorities, although some schools still faced challenges in electronic record management and classroom supervision. The study concludes that electronic governance plays a significant role in improving education service delivery in selected secondary schools in Jinja City. The study recommends that the Ministry of Education and Sports and school management strengthen investment in ICT infrastructure, improve internet connectivity, provide continuous ICT capacity building for teachers and administrators, and enhance the implementation and maintenance of electronic governance systems in secondary schools.
