Abstract

The study was set to examine Change Management and Performance of Local Governments in Uganda, a case study of Kyegegwa District Local Government. The study focused on three specific objectives. To examine how stakeholder engagement, communication and training during times of change impacts on performance of Kyegegwa District Local Government. The study used descriptive survey research design and a cross-section research design in which both qualitative and quantitative approaches were adopted using questionnaire, interview guide and documentary analysis. The study population constituted the staff and other stakeholders of Kyegegwa District Local totaling to 130, and a sample of 98 respondents participated in the study, though 90 returned the questionnaires for analysis. Results of the correlation analysis revealed that there is a significant and positive relationship between change management and performance in KDLG. It was revealed that, stakeholder engagement (r=0.697, P<0.05), It was also revealed that communication (r=0.741 P<0.05) influence performance and the result (r=-0.780, P<0.05) indicates training during times of change significantly impacts on performance of Kyegegwa District Local Government. The study concludes that stakeholder engagement is a critical component of change management that significantly enhances the performance of a district. The study also concludes that that effective communication plays a crucial role in successful change management within the district. Lastly, the study concludes that training is essential during times of change to uphold and enhance the district's performance. The study recommends that the district should create a detailed change management plan that includes the vision for change, specific objectives, key milestones, and an actionable roadmap. Ensure alignment between the change strategy and the district’s overall mission and goals. The district should also conduct stakeholder analysis to identify key individuals and groups. Hold consultations, workshops, and feedback sessions to gather input and address concerns. Keep stakeholders informed throughout the process with regular updates. The district should also use multiple communication channels such as emails, meetings, newsletters to reach different audiences.
