Abstract
This study explored the influence of the Intergovernmental Authority on Development (IGAD) on peace promotion within member states, with a specific focus on South Sudan. The research primarily aims to examine IGAD's mediation efforts, its monitoring and verification mechanisms, and its post-conflict initiatives in fostering lasting peace and stability in South Sudan. The study adopts a cross-sectional research design, employing both qualitative and quantitative approaches to gather comprehensive data. The sample size consisted of 178 respondents, selected from various stakeholders involved in the peace process, including government officials, civil society representatives, and IGAD personnel. Data collection was conducted using structured questionnaires and in-depth interviews, ensuring a robust analysis of both numerical data and qualitative insights.
Key findings from Chapter Five revealed that IGAD's mediation efforts were perceived positively by the majority of respondents, with a mean score of 3.68 and a standard deviation of 1.22. However, correlation analysis showed a weak positive relationship (Spearman's rho = 0.1205) between mediation efforts and the effectiveness of the peace process, which was not statistically significant (p = 0.7763). Similarly, the impact of IGAD's monitoring and verification mechanisms on ceasefire implementation was acknowledged, with a mean score of 3.74, though the correlation analysis again showed a weak positive relationship (Spearman's rho = 0.1205) that was not statistically significant (p = 0.7763). Regarding post-conflict initiatives, these were deemed crucial, particularly in areas of governance reform and economic recovery, with respective mean scores of 3.64 and 3.74. However, regression analysis indicated that these initiatives explained only 17.83% of the variance in achieving lasting peace and stability, with an adjusted R-squared value of 0.0413, highlighting the need for further efforts to enhance their effectiveness.
The study concludes with key recommendations for IGAD to increase the inclusivity of its mediation processes, enhance resource allocation for monitoring mechanisms, and ensure the sustainability of post-conflict initiatives through stronger local engagement and political commitment. These strategies are essential for improving IGAD’s impact on peace promotion and ensuring long-term stability in South Sudan.
