Abstract
The study examined monitoring and evaluation (M&E) practices and mental health service delivery within Uganda's aviation industry, focusing specifically on the Uganda Civil Aviation Authority (UCAA). The effectiveness of mental health services within the UCAA is hindered by several significant challenges. Financial constraints limit both the availability and quality of mental health support, putting aviation personnel, who work under high-stress conditions, at considerable risk (Kigozi et al., 2020). Over 60% of UCAA staff face difficulties accessing adequate mental health resources due to stigma and a shortage of services, as priorities are mainly focused on aircraft, fire safety, and passengers. It investigated how periodic evaluations influenced mental health service delivery and analyzed the role of Key Performance Indicators (KPIs) in enhancing these services. Utilizing a sample of 123 UCAA employees, the research employed a case study methodology, collecting data through questionnaires and interviews, and applied both descriptive statistics and quantitative analysis to formulate conclusions and recommendations. The study used a multi-method research design, integrating qualitative and quantitative approaches within a case study framework. This design involved qualitative data from interviews and surveys, along with quantitative analysis of UCAA’s statistical data and financial reports. The longitudinal approach provided an in-depth analysis of M&E practices over time, highlighting their impact on mental health service delivery. UCAA encountered several challenges in delivering effective mental health services, including financial limitations, stigma, and inadequate staff training. Despite having an M&E framework, its partial implementation led to gaps in monitoring and improving services. To address these challenges, UCAA needed to refine its M&E practices, involve stakeholders more actively, and provide targeted support to enhance employee well-being and ensure adherence to safety standards. Recommendations included establishing a regular review schedule to identify service gaps and improve the involvement of mental health professionals, enhancing reporting and feedback mechanisms for timeliness and accuracy, and regularly updating KPIs to align with UCAA’s goals. These steps aim to advance mental health services effectively, ensuring that UCAA can better meet its objectives and improve overall service delivery.
