Abstract

This research investigated the effects of the environmental security debate on Mitigating the Effects of climate change in Uganda. It aimed to identify key issues within the debate, assess personal and community-level implementation, and examine strategies adopted to address climate change challenges. Literature review informs the research that an "Environmental Security Debate" in Uganda is frequently associated with the complex effects of climate change, which fuels debates about population displacement, conflict potential, and resource scarcity, especially in arid areas like Karamoja, according to the literature assessment. Even though there have been a lot of government and non-governmental organization-led initiatives to comprehend and lessen these impacts through legislation, like the National Environment Act, there are still issues with implementation because of a lack of coordinated enforcement, poor technology, and a lack of funding to support climate adaptation at the local level. In order to address the increasing vulnerabilities among vulnerable populations, the literature study also emphasizes the necessity of improved information sharing from government representatives and the incorporation of strong, local-level adaptation plans. A mixed-method approach, incorporating both quantitative and qualitative methodologies, was utilized to capture diverse perspectives. Data was mainly obtained through interviews, questionnaire and through documentary review. Findings from 82 participants sampled through simple random sampling and purposive sampling and through a comprehensive analysis and presentation reveal that, Uganda has established numerous climate change-related policies; however, a closer look indicated that several of these policies were unsuccessful and did not directly address the problems of climate change. Although insufficient, a number of technologies were also applied to lessen the effects and risks of climate change. The research recognized the limited efficacy of climate risk assessments and the degree of success attained by the solutions in reducing the impacts of climate change. If the fight against climate change is to be won, the Ugandan government and other non-governmental working organizations on the issue should increase their efforts in terms of concrete solutions.
